International ULI panel to help accelerate mixed-use development in central Folsom and North Watt Ave.
What
In response to a request from the Sacramento Area Council of Governments (SACOG), a panel of land use and urban planning experts from the U.S. and Canada representing the
Urban Land Institute (ULI) next week will visit the Sacramento area to develop recommendations for accelerating mixed-use development in Folsom’s Central Business District (East Bidwell Street and Riley Street between Natoma Street and Blue Ravine Road) and Sacramento County’s North Watt Ave. corridor (I-80 to Elkhorn Boulevard). The ULI Advisory Services Panel also will develop recommendations to assist SACOG in allocating up to $40 million in state planning and infrastructure funding to expedite housing production in Green Zones, including central Folsom and the North Watt Ave. corridor, which have capacity for infill development and high potential for reducing vehicle travel.

Panel members will reveal their recommendations in a final presentation on Friday, Nov. 18, at 8:30 a.m.

Background
Development economics in the Sacramento region are making it difficult for the private sector to build the 7,000 infill housing units per year needed to accommodate population growth while achieving greenhouse gas reduction and economic-development goals. Those challenges are exacerbated outside of the region’s core. In response, SACOG has developed the Green Means Go program to catalyze residential development in locally designated areas known as Green Zones that can accommodate infill development, including central Folsom and the North Watt Ave. corridor. The ULI Advisory Services Panel will provide recommendations to facilitate and accelerate residential, commercial and office development in the Folsom Central Business District and Sacramento County’s North Watt Ave. corridor.
“We expect the ULI Advisory Services Panel to be a huge help in identifying strategies to bring attainable housing within infill areas in Folsom and Sacramento County that have high potential to become true multi-modal and mixed-use corridors,” said James Corless, SACOG executive director.
“We’re focused on making our Central Business District a vibrant mixed-use corridor and look forward to the world-class assistance we’ll be getting from the ULI Advisory Services Panel to make that happen,” said Kerri Howell, Folsom mayor.
“The North Watt Ave. corridor has undergone significant change over the past three decades, is ripe for a new vision, and will do doubt benefit from the work that the ULI Advisory Services Panel will be doing while they’re here,” said Sacramento County District 4 Supervisor Sue Frost.
